Police are preventing me from taking up my work with CRB check, what can I do?

A friend has had 4 months of issues with the Police in Bury Manchester over a CRB check that they still have not responded to. Its ridiculous and beyond incompetence. Here's the brief story:-
2nd July got 2 jobs with NHS mental health requiring pending CRB check, (she already has 2 recent CRB's for other agency's,)
A week later she was assaulted (minor scratch and push, not serious) in her own home by landlord, landlord and my friend both complained to police that they both assaulted each other, Police came WPC CRONIN, THREE WEEKS later? my friend was arrested interrogated and bailed pending CPS result, placed on bail,
September given another month bail as Police forgot to put her claim against landlord in to CPS so second case made against landlord,
October, answered 2nd bail at Police station, Told case not done as WPC still not had time to send case to CPS.
Meanwhile her 2 jobs are getting impatient as it is 3 months with no response from CRB check, she has called CRB and they say they are awaiting local police report.
I know the police are so incompetent these days, what can we do about it and who exactly is it at the police who fill in these CRB's anyway.
I have had to speak to them (police) myself and you know something they have no clue about CRB, whi in their own department is responsible and the stupid advice they give like, (call the CRB they should sort it out) Call the NHS tell them we are investigating you and it will be a while before they get your CRB. Police do not understand the real world.
How do we report this to the authorities to get a result?
